No, you have to buy the tablet and mouse separate. This is just a case with detachable Bluetooth keyboard.

I need a new charger for the universal keyboard where can I get it?

Any android phone or tablet charger works if you plug it in to charge.

Can you use a mouse with this?

I use a Bluetooth mouse simultaneously with this keyboard on an Amazon Kindle Fire 7 inch tablet and it works quite well.
