Will dust pan handle remain in upright position while using instead of continually failing down?

Yes, it locks into place. Stays upright when using it.

Why wont my dustpan stand up straight?the length of the handles?

It should if you gently push it back in place. Mine was a little reluctant at first but with a gentle push it went into a flat open position. 52" tall of broom,38" tall for dustpan

Is the Brush angled? Is it great for corners?

Yes, it is angled and I find it does corners quite well. The bristles are frim but flexiable,the performance is very good.
