Yes, we recommend that you do it every 2/3 weeks depending on your aquarium.

Can the power of the water outlet be regulated?

Unfortunately not, but you can submerge it so the current doesnt bother the fish.

Can it be placed vertically and horizontally?

The water pump can be placed vertically or horizontally and must be completely submerged in water when in use.
